The Turkish Competition Authority fines private teaching institutions for forming a cartel to fix fees and discount rates (Tokat Dershaneleri)

This case note analyses the decision of the Turkish Competition Authority (TCA) in which it has fined five private teaching institutions operating in the city of Tokat on the grounds that they formed a cartel to fix fees and limit discount rates for their services between the years 2009 and 2011. Background The decision of the TCA is addressed to five major private teaching institutions operating in the city of Tokat, namely Final Dergisi Dershanesi, Sınav Dershanesi, Bilgi Dershanesi, Bilim Dershanesi and Fem Dershanesi. The case was opened based on a complaint that private teaching institutions in Tokat formed “the Union of Private Teaching Institutions” and jointly agreed to fix prices and not to offer any discounts.
