By way of its decision no. RKT-04/2017 of 19 April 2017, the Polish Competition Authority (Prezes Urzędu Ochrony Konkurencji i Konsumentów, the “PCA”) imposed a financial penalty of more than PLN 170, 000 (approx. EUR 40,700) on two providers of car towing and parking services engaged in bid rigging affecting the outcomes of public procurement procedures organised by the District Governor’s Office and the Province Police Headquarters. WARM Andrzej Mamczyński (hereinafter referred to as “AUTO CZOK” and “WARM” respectively),
