Factual Background In May 2008, Stockholm municipality decided to transfer the public home-help service in Rågsved and Hagsätra to a private undertaking, Vantörs Hemtjänst AB. Jonas Eklund, a resident in the municipality, initiated court proceedings pursuant to the Local Government Act.
