He has provided expert testimony, litigation support, and economic consulting services, both as a private consultant to business clients and through several senior positions at the following agencies and commissions: Associate Director, Bureau of Economics, and Assistant Director, Bureau of Consumer Protection, Federal Trade Commission; Economics Division Chief, Common Carrier Bureau, Federal Communications Commission; and Research Vice President, National Cable Television Association. He has directed and authored numerous staff filings before federal and state agencies, including submissions on broadcasting, cable television, telecommunications, healthcare delivery, banking, airlines, and legal and medical advertising.
