Johannes Lübking

Dr Johannes Lübking is head of DG Competition’s antitrust unit in the sectors energy and environment. He is leading a number of antitrust and cartel investigations in the European electricity, gas and bioethanol markets. Before joining the unit in January 2015, Mr Lübking headed various merger units, including the Merger Case Support and Policy unit, in charge of coordination of the Commission’s merger cases and policy projects in the field of merger control, such as the management of DG COMP’s role as co-chair of the ICN Merger Working Group. Before he joined the European Commission in 2001, Mr Lübking worked for several years in private practice and as in-house counsel in Frankfurt/Germany. Mr Lübking holds a doctorate of the University of Göttingen/Germany and an LL.M of the European University Institute in Florence/Italy in International and European Law. He graduated in law at the University of Göttingen and passed the bar exam in Berlin.
