Jaap Tilstra works for DG COMP within the European Commission on State aid aspects of tax planning practices and was involved in the negative State aid decisions adopted by the Commission in 2015 and 2016 against Luxembourg, the Netherlands, Ireland and Belgium. Mr Tilstra has over 15 years of experience in international corporate income tax. He started his career as a tax adviser in the private sector. From 2002 till 2009, he was a senior policy adviser for the Dutch Ministry of Finance, initially concentrating on Dutch corporate tax policy and legislation and subsequently concentrating on EU tax developments. Until December 2014, he worked for DG TAXUD, the Directorate-General responsible for EU tax policy development. In that role he has worked on various EU direct tax policy and coordination initiatives, managed the EU Code of Conduct Group on harmful tax practices and represented the European Commission in several OECD Forums. Mr Tilstra holds a master’s degree in Tax Law from Leiden University (the Netherlands).
