Graduated from of the "Institut d’études politiques (IEP)" of Paris in 1979, in public law in 1980 and former student of l’Ecole Nationale d’administration (class of 1983 "Solidarité"), Emmanuelle Prada-Bordenave succeeds Maryvonne de Saint-Pulgent is Councillor of State and President of the IGN, who assumed this responsibility from 2007 to early 2016. Emmanuelle Prada-Bordenave began her career as Rapporteur, then Government Commissioner at the Administrative Court of Paris from 1984 to 1997. From 1990 to 1992, as part of a mobility scheme, she held the position of Head of the Legal Department of the National Centre for Scientific Research (CNRS). Until 2008, she was Maître des requêtes at the Conseil d’Etat, before being appointed, from 2008 to 2014, Director General of the Agence de la Biomédecine. In 2014, she returned to the Council of State where she worked in the Litigation Section. Simultaneously, she was General Reporter of the Commission of deontology of the State civil service (2001 / 2004), Head of the Legal Mission of the Council of State to the social ministries (2004 / 2007) and, since 2007, Deputy Reporter to the Constitutional Council and Government Commissioner to the Tribunal des Conflits. In 2008, she also took part in the work of the audit mission Révision Générale des Politiques Publiques (RGPP) in the field of justice. Emmanuelle Prada-Bordenave is President of the Ethics and Independence of Expertise Committee of the French National Authority for Health (HAS) since October 2015. She is also Officer of the Legion of Honour (2015) and Officer of the National Order of Merit (2012).
