From 1994 to 1999 Carles Esteva Mosso had been working in several areas within DG Competition, including the Merger Task Force and the antitrust unit in charge of the financial sector. He is a member of the Barcelona’s Bar and holds a Masters degree in European Law from the Institut d’Études européennes, université libre de Bruxelles. He also graduated in Law and in Economics at the Universitat de Barcelona and in Political Science (International relations) at the Universitat Autònoma de Barcelona. He lectures on competition law at the Barcelona Graduate School of Economics. Between 1999 and 2004, Carles Esteva was a Member of the Cabinet of the European Commissioner for Competition Policy Mario Monti. He was also the Cabinet Member in charge of the process of modernization and reform of antitrust and merger rules. He, therefore, followed closely the conception and negotiation of the present EU competition basic legal framework (Regulation 1/2003 for antitrust and Regulation 139/2004 for Merger Control), as well as of the accompanying guidelines and internal reforms. He was the Head of Unit for Merger Control Policy and Scrutiny and was particularly involved in the preparation of guidelines on the assessment of non-horizontal mergers and merger remedies, as well as in the development of the Merger Regulation as a legal tool against national protectionism (via Article 21 ECMR). From June 2008 to April 2021 Carles Esteva Mosso was the Acting Director for Policy and Strategy at the Competition Directorate General of the European Commission. He also remained Head of the Merger Control Unit in charge of the investigation and assessment of mergers in telecoms, media and IT related industries. In April 2021 Carles Esteva Mosso has joined Latham & Watkins LLP. He has published several articles (the most recent "Non-horizontal mergers : a European perspective"; Fordham International Law Journal, May 2008).
