Samuel Chan Ka-yan

Samuel Chan Ka-yan is the chairman of Hong Kong Competition Commission since 2020. He is a practising barrister and has been appointed to many advisory and statutory bodies. He was former Vice-Chairman of the Consumer Council and Non-Executive Director of the Insurance Authority. He also serves as Deputy Chairman of the Town Planning Appeal Board and, since January 2023, member of Operations Review Committee of the Independent Commission Against Corruption (ICAC). In 2020, Samuel was awarded the Bronze Bauhinia Star by the Hong Kong Government in recognition of his significant contribution to the promotion of consumer interests.
