Claire is a senior associate in the Commercial practice, dividing her time between London and Birmingham, where she advises public and private sector clients across the UK and beyond on all aspects of EU public procurement law and State Aid law. She also provides support in respect of contract drafting and other commercial matters. Acting for contracting authorities and utilities, she advises on topics including structuring compliant procurements to deliver commercial objectives, dealing with changes to public contracts, applying exclusions and defending procurement challenges. She has also acted for organisations tendering for public contracts; conveying their rights and obligations under procurement rules and challenging procurements both formally and informally. As well as public procurement, she also advises clients in receipt of EU funding about compliance and claw-back issues, including European Structural & Investment Funds managed by national authorities and other funds administered centrally by the European Commission. In particular, she has advised a number of university clients in connection with State Aid rules, chiefly in Research, Development & Innovation aid. Before qualifying as a solicitor, she spent nine years with Birmingham Chamber of Commerce advising businesses bidding for multilateral aid-funded contracts from the United Nations Agencies, World Bank, Regional Development Banks and EuropeAid and led regular trade missions to key aid agency centres from New York to Nairobi on behalf of UK Trade & Investment. This experience enables her to take a practical approach, offering procurement and State Aid advice in plain English.
