Çiğdem Gizem Okkaoğlu is a Partner at Günay & Erdoğan Attorneys at Law, based in Ankara. As an engineer and a lawyer, she currently deals with antitrust & regulations, corporate law, technology law, cybersecurity law, aerospace law, intellectual property law, investment law, international trade, sanctions and export control. She holds a B.Sc degree in Industrial Engineering from Bilkent University, a B.A. degree in Economics from Anadolu University and an LL.B. degree from Ankara University. She is currently working on her LLM degree in Private Law at Ankara University. She has worked in the Turkish Competition Authority as a competition expert and enforcement officer. She took part in numerous dawn raids and dealt with many antitrust cases as a case handler, which included various types of horizontal and vertical agreements, abuse of dominance claims, and exemptions/negative clearance applications. She also handled complex domestic and international merger cases such as Essilor-Luxottica merger including Phase I and Phase II analysis with structural remedies. She has worked on various legislative instruments with regard to competition advocacy issues, such as the laws and public implementations on many sectors; especially agriculture, health & pharmaceuticals, FMCG and luxury products. Her expert thesis at the Turkish Competition Authority is titled "Big Data and Merger Control". Following her departure from the Turkish Competition Authority, she worked for Dentons Turkey and ELİG Gürkaynak Attorneys-at-Law as a senior associate in competition and regulation departmant. As a former competition expert who worked at Turkish Competition Authority for many years, she specifically deals with compettion law, i.e. abuse of dominance cases, merger control proceedings, restrictive practices and cartel investigations and advises domestic and international clients in all competition law matters She is also a legal tech enthusiast. She co-founded hukukteknolojisi.com to build the legal tech ecosystem in Turkey. She implements various types of legal technology projects in law sector. She is a member of Ankara Bar Association. She has published numerous papers in national and international publications and is a frequent speaker at national conferences. She is fluent in English and B2 in German.
