Valérie Guigue-Koeppen is part of the team who has carried out the revision of the State aid rules applicable to services of General economic Interest (SGEI) and drafted the new texts. She has been working since 2002 for the European Commission mainly in the State aid field in relation to SGEIs. Previously, she worked for the French Ministry of Economy, Finance and Industry, dealing with postal liberalisation and regulation. She graduated from Ecole Supérieure de Commerce de Paris, Institut d’Etudes Politiques de Paris and Ecole Nationale Supérieure des Postes et télécommunications. She also studied economics in Stanford University.
