Peggy Valcke

Ms. Peggy Valcke is a postdoctoral researcher of the Fund for Scientific Research - Flanders (FWO-Vlaanderen) and lectures media law in the postgraduate programme "Intellectual Property" at the K.U.Brussel. Since she joined ICRI in October 1996, Peggy has conducted several research projects in the area of media, telecommunications and competition law. In 2003 she obtained her PhD in Law with a dissertation on "Pluralism in a digital interactive media environment: Analysis of sector specific regulation and competition law". Her main interests lie in the impact of digitisation and convergence in the info-communications sector on content and transmission regulation, on the one hand, and the interaction between communications law and competition law, on the other hand. Other research projects include, amongst others: analysis of the new SMP regime in the mobile sector (study commissioned by Belgacom Mobile/Proximus, published by Edward Elgar under the title "EU Communications Law - Signficant Market Power in the Mobile Sector"); Comparative study of broadband regulation in the US, UK, the Netherlands and Belgium in collaboration with Wouter Hins (IVIR Amsterdam) and Reinhard Ellger (MPI Hamburg); Country study on public service broadcasting. Peggy is currently a member of the European Focus Groups for the revision of the Television without Frontiers Directive and of the Belgian Advisory Committee for Telecommunications (Raadgevend Comité voor de Telecommunicatie). Since January 2005 she is also working as an expert for the Flemish minister for Media. Peggy is a member of the editorial board of the following law journals and has also joined OfcomWatch, an informal group blog commenting on the processes and practices of the Office of Communications (Ofcom) and related media and communications regulation issues both in the United Kingdom and around the world. She is also a visiting professor at the Tilburg Graduate Law School and at the European University Institute in Florence.
