Head of Competition Strategy

Neil Marshall is head of competition strategy at the Financial Conduct Authority. He has a broad background in competition issues. He has worked on regulation and competition matters in communications and a wide range of other sectors in the UK, elsewhere in Europe and worldwide—for example, advising ComReg on issues related to the structural separation of eircom, O2 and others on auction strategy in the UK spectrum auctions, and OPTA on the existence of countervailing buyer power in mobile termination markets. He has been closely involved in a number of mergers (eg, advising Belgacom); in anti-competitive issues examined in the European Commission’s sector inquiry in the 3G mobiles sector, under Articles 101 and 102 of the EU Treaty and Chapter I and II of the UK Competition Act 1998; and market investigations under the UK Enterprise Act 2002. He has appeared successfully as an expert witness before the Scottish Court of Session in a litigation dispute concerning the legality of long-term distribution agreements. He joined Deloitte in 2011 after eight years with Oxera. Prior to that, he was with the European Commission’s Merger Task Force (1999–2002). He also examined competition and regulatory issues as an Economic Adviser at the DTI (1997–99), having joined the UK civil service as an economist in 1992.
