Jose-Luis Buendia is member of the Legal Service of the European Commission since October 2022. He retired in March 2022 as head of the Guarrigues Brussels Office. Prior to joining Guarrigues, Jose-Luis worked from 1991 to 2005 at the European Commission at various positions (Legal Service, Directorate-General of Competition, Cabinet of Commissioner Marcelino Oreja and Directorate-General Internal Market). He is Professor of European Law at the University of Brussels (Vrije Universiteit Brussels - VUB), since 2003 and he was Assistant Professor of Trade Law at the University of Zaragoza. He holds a Degree in Law and a and Ph.D. in Law from the University of Zaragoza. He was student at the College of Europe and obtained a Master’s Degree in European Legal Studies. He was also Visiting Researcher at Harvard University Law School and at the European Law Research Center & Real Colegio Complutense.
