Jean-Pierre Jouguelet has been State counsellor at the French State Council since 2004. He holds an agregation in Philosophy and is a former student from the National School of Administration (ENA). He was counsellor at the administrative tribunal of Lyon from 1982 to 1988, then became deputy government commissioner at the administrative court of appeal of Lyon from 1988 to 1992. He had been president of administrative courts from 1992 to 2004. He had also been professor at the University of Lyon II from 1994 to 2004. He specialises in public procurement.
