Terry Haines is senior vice president of McGuireWoods Consulting, a leading public affairs company with offices in Washington DC, around the USA, and in Europe. Mr. Haines also is a partner of McGuireWoods LLP, one of the United States’ 100 largest law firms. His public service career includes positions as chief counsel and staff director of the US House of Representatives’ Committee on Financial Services during the time of 9/11, Sarbanes-Oxley, and the Enron and WorldCom scandals; senior counsel of the US House of Representatives’ Committee on Energy and Commerce, where he oversaw the FCC and telecoms policy; and chief of staff of the US Federal Communications Commission, a position to which he was appointed by President George H.W.
