Since December 2018, Francis Armand has been interministerial delegate for overseas competition. Since March 2011, Francis Armand has been posted at the Ministry of Agriculture as mediator as well as at the National Consumption Institute as chairman of the board of directors. He has also been Head of Financial Control Mission at the CGefi. Administrator of The National Institute of Statistics and Economic Studies (INSEE), he joined the business department of INSEE’s general management in 1985, before being assigned to the general management of competition, consumption and fraud repression at the Ministry of Economy, Finance and Industry. In charge of public transport and communication tariffs (1992-1993), he was head of the "trade and rents" office (1993-1998) and then head of the "trade and crafts" office (1998-2001) before being successively deputy director of health, industry and trade (2001-2002), deputy director of services and networks (2002-2006) and deputy director of competition policy in this directorate general (2006-2007). In August 2007, Francis Amand was appointed Head of the Regulation and Security Department at the Directorate General for Competition, Consumer Affairs and Fraud Control (DGCCRF), Ministry of Economy, Finance and Employment. Francis Amand holds a postgraduate diploma in mathematics applied to social sciences and is a former student of the École nationale de la statistique et de l’administration économique (ENSAE).
