Fernando is an international trade & competition specialist. He was partner at Furlan Associados, an independent consulting on competition and antitrust. He was President (2011-2012), Commissioner (2008-2011) and Attorney General (2001-2003) of CADE (Brazilian Competition Authority), appointed by 3 different Presidents of Brazil. He was also Chief of Staff for the Minister of Development, Industry and Foreign Trade (2003-2005), Interim Minister (2004) and Director of the Department of Trade Defense (2005-2008). He was a member of the Board of Directors of FINAME/BNDES (2005-2007). Mr. Furlan is currently a member of the Permanent Panel of Experts of the Dispute Settlement System of MERCOSUR and an ad hoc consultant to the United Nations Conference on Trade and Development (UNCTAD) competition programs around the world. He is a Ph.D. professor at the Faculty of Law of Uniplac in Brasilia. Mr. Furlan is Master and Ph.D. from the University of Paris 1 (Panthéon-Sorbonne), with a postdoc from the University of Macau, China. He has authored and co-authored books in Brazil and abroad, including: "Brazil in World Trade - Contingent Protection Measures" (Kluwer, Netherlands, 2012); and "Supranationalité et Intégration Régionale" (EUE, Germany, 2010).
