Annabelle Lepièce is a partner, head of competition at CMS in the firm’s Brussels office. She specializes in European law, mainly Competition law (state aid, mergers and anti-trust rules) and EU freedoms (services, establishment and capital). Her practice consists mainly in the preparation of notifications before the European Commission of public interventions, state aid regimes and mergers, the filing of complaints or the representation of undertakings in case of investigations of the Commission and the Belgian Competition Authority (this also during dawn raids), procedures before the Court of Justice of the EU and finally, giving advice to public authorities and undertakings on the compliance of their actions with European Law. She is particularly active in the following sectors: air transport and airports, energy, public investments (capital injections, guarantees, loans, aid schemes, etc.) and public service missions (financing of activities and infrastructure), the banking sector and the steel industry.

At a time when COVID-19 has put the world on pause, the use of aid schemes to widely support the European economy has never been so successful as today in Europe.
In this particular context, it is indeed a great pleasure to contribute this foreword to this special issue on State aid schemes.
An aid scheme is a State aid instrument favoured by the European Commission, through which the latter can draw the lines of authorised interventionism. Aid schemes can indeed be the means to achieve the objectives of common interest for which they have been set: regional development, protection of the environment, research and development, etc.
