Dr. Frédéric Jenny is the Renaissance man of competition policy. As an economist, scholar, judge and enforcer, he has helped transform the landscape of global competition enforcement. Prior to the mid-1980s, there may have been still relatively few antitrust regimes, but they generate some very intense diplomatic conflicts as national exercises of extraterritorial jurisdiction resulted in so-called "blocking statutes" by which national parliaments ordered domestic enterprises not to foreign orders and decisions. With the huge growth in antitrust regimes by the mid 1990s, the risk of international antitrust conflicts might have multiplied. But it never happened—and Frederic Jenny’s international leadership and persuasive advocacy is a principal reason why the risk was avoided. In his OECD and WTO forums he preached enforcement cooperation to the growing chorus of antitrust enforcers worldwide and was a key architect for the International Competition Network which was created by nearly all of the enforcement agencies in the late 1990s.

No other person has had such a deep impact on the development of a global antitrust culture over the last 30 years, such as Frédéric Jenny. The number and geographical stretch represented by the contributors to the first volume of his Liber Amicorum bear witness to that. Throughout his career, Frédéric has always placed emphasis on the policy aspects of the competition rules and this element is also dominant in this volume. For me that captured one of the most powerful attributes Fred has brought to the world of competition law.
