Horizontal merger analysis and the use of simulation techniques

L’analyse concurrentielle des concentrations repose sur la comparaison du bien-être des consommateurs dans la situation antérieure à la concentration et dans une situation hypothétique postérieure à celle-ci, qui doit être prédite. Les techniques de simulation constituent une manière rigoureuse d’effectuer cette prédiction. Elles peuvent être utilisées pour les concentrations horizontales et verticales et permettent de mesurer l’impact de différents scénarios de désinvestissements, ainsi que l’impact d’éventuelles synergies. Cet article décrit leurs principes fondamentaux et leur mise en ?uvre pratique, à la lumière d’affaires de concentration récentes.

1. In the last two decades, competition agencies have shown a growing interest in the use of quantitative techniques. On the academic side, much recent research has addressed the challenge of providing sound empirical evidence on issues such as the presence of market power, the effect of mergers or the existence of collusive behavior. In this paper we discuss the need for quantification in the context of merger analysis and summarize the discussion on the merits of different techniques for the assessment of the impact of mergers.
