Enfin, on relèvera que la Cour d'appel de Paris confirme en tous points l'analyse du Conseil de la concurrence dans l'affaire du mobilier urbain de la ville de Rennes. On se souvient que le Conseil avait sanctionné le groupe Decaux, en position dominante sur le marché de la fourniture de mobilier urbain publicitaire, pour avoir abusé de cette position dominante en mettant en oeuvre diverses mesures dilatoires dans le seul but de retarder le changement effectif de prestataire intervenu à la suite d'un appel d'offre
