Assimakis KOMNINOS, Hellenic Competition Commission: Competition enforcement in times of crisis

1. Makis, you have been a Commissioner and Member of the Board of the Hellenic Competition Commission (HCC) for a year and a half, having left Brussels and an international law firm. Do you miss the life of a practitioner in Brussels?

2. Can you describe your work at the HCC?

3. Greece has been in the headlines because of the public debt crisis. How has this affected your work at the HCC?

4. Has the crisis affected the resources of the HCC?

5. Have you modified your enforcement priorities because of the crisis and in which sense?

6. What is the role of advocacy in your actions?

7. Is the HCC sufficiently staffed?

8. Greece is a mid-sized market economy. Is competition culture well-established and, if not, what would you say are the biggest problems?

9. Which are the landmark cases that the HCC has dealt with since its creation?

10. You mentioned the GlaxoSmithKline case, which is known to all competition specialists in Europe because of the two preliminary reference cases, Syfait and Lelos. What is the aftermath of the Lelos case and how have the authority and Greek courts dealt with it?

11. What have been the HCC’s most recent decisions and actions?

12. You were involved in the drafting, together with Oxera, of the external study produced for the Commission on the quantification of harm suffered by victims of antitrust infringements. What will be the next steps? Is the Commission preparing a Notice or Guidelines on this matter?

13. Apart from being a practitioner and an enforcer, you are also an academic. Can you tell us more about your academic interests?
