Context The Commission has received notifications of a number of comprehensive, nation-wide packaging waste recovery systems. It has recently taken decisions with respect to two of them, namely the system established by Eco-Emballages in France and the one of DSD in Germany [1]. By these decisions, the Commission has defined key principles of competition to be complied with by collective packaging waste recovery systems. In overall terms, the Commission seeks to act in the consumer interest.
