Dr. Johannes Luebking is Head of Unit of unit B1 of the European Commission’s Competition Directorate-General, in charge of Antitrust in the field of Energy and Environment. Prior to joining B1, Johannes was Head of Unit in other merger and antitrust units and in the Task Force Financial Crisis.He has been leading the investigation in numerous merger cases in particular in the fields of banking and insurance as well as pharmaceuticals, but also in the areas of raw materials, telecoms, financial information, music rights and software. Throughout his work at the Commission, he has been involved in policy projects in the field of merger control and has dealt, inter alia, with the review of the Commission’s Remedies Notice, adopted in October 2008, and related texts as well as the review of the Commission’s Jurisdictional Notice. Further to his time with the European Commission, which he joined in 2001, Mr. Luebking worked for several years as an attorney-at-law in the Frankfurt office of the law firm White & Case. He started his professional career as internal council in the legal department of Deutsche Bank. Mr. Luebking holds a doctorate of the University of Göttingen/Germany and an LL.M of the European University Institute in Florence/Italy in International and European Law. He graduated in law at the University of Göttingen and passed his bar exam in Berlin.
